AcehGreen : Banyak Proposal Konsesi Lahan Tambang

Banda Aceh � Suatu ironi terjadi saat ini Aceh dimana gubernur Irwandi sedang menggalakkan berbagai program yang berwawasan lingkungan namun proposal investor yang masuk malah minta konsesi lahan tambang, kata kepala Sekretariat AcehGreen, Yakob Ishadamy, Selasa (13/10) di Darussalam Banda Aceh.

�Sudah izin konsesi dikeluarkan malah izin tersebut diperjualbelikan, tidak dimanfaatkan sendiri,�kata ahli lingkungan asal Pidie tersebut. Hal ini menambah pekerjaan rumah bagi pemerintah Aceh. Dibandingkan nilai investasi swasta, sekitar Rp.200 miliar, dengan nilai investasi pemerintah sebesar Rp.7 � 9 triliun, sudah saatnya Aceh tidak perlu bersusah payah mencari investor luar tersebut.

AcehGreen sendiri merupakan sebuah tim konsultan pemerintah Aceh yang merancang berbagai kebijakan pemerintah yang berwawasan lingkungan, berkelanjutan dan berkeadilan bagi masyarakat Aceh.

Investasi tambang merupakan ironi bagi pengelolaan sumber daya alam yang baik. �Kita mengambil lebih cepat apa yang dapat disediakan oleh alam, sedangkan mencari alternative penggantinya (bahan tambang-red) kita lambat �kata Yakob. Akibatnya berbagai dampak seperti bencana pun mengancam. Saat ini AcehGreen sedang mengevaluasi seluruh izin konsesi di Aceh tersebut.

Selain itu, Aceh yang rentan dengan bencana sudah saatnya mempertimbangkan mitigasi bencana dalam setiap programnya. �Isu bencana menjadi penting untuk dimasukan ke dalam setiap keputusan pemerintah,�ujarnya. Walaupun bencana diakibatkan oleh kegiatan yang bersifat global seperti global warming, namun parameter lokal tidak mampu mengatasinya.

�Seperti banjir di Aceh Tamiang, hujan yang terjadi akibat tekanan turun di atas Samudera Hindia, namun infrastruktur di Tamiang tidak sanggup melayani air,�Yakob menjelaskan. Begitu juga dengan Banda Aceh, sedikit saja hujan sudah terjadi banjir, sambungnya.

Yakob dalam kesempatan tersebut juga mengklarifikasi mengenai AcehGreen. �AcehGreen adalah visi, bukan proyek atau program. Kita menyusun program pembangunan dengan prinsip keadilan yang melayani masyarakat Aceh sebagai penerima manfaat utama dari keberadaan sumber daya alam tersebut,�tukasnya.[003]
